how to use the pro preferred white softening lotion
any idea how you are supposed to use this? is it a toner, or is it like a mixing medium?

Ahh, the wonders of terminology differances.

The term 'lotion' in regards to cosmetics in asia/eurasia refers not to the moisturizing material it does to most Americans and UK folk, but rather to what we call toner.
