I always look out for the C&C Blotting sheets but so far i've never seen them in the UK and i don't want to buy any expensive ones.
I think the toner idea sounds REALLY harsh for your delicate eye area. Most toners are really astringent and contain alcohol -- and generally have warnings to avoid using them in the eye area.
That being said, I have the same problem… and this is what I do:
I don't wear foundation, just the occasional concealer -- so I wash my fash, apply moisturizer (I use clinique DDM Gel) and then in a few minutes, I blot my forehead and lids gently with mac's blotting powder. This doesnt leave powder anywhere, it literally blots it. You could also use a soft, fluffy clean face brush that would work very well for this -- just dust lightly over your lids before paints.
