I'd tell a teacher or administrator about his suspicious behavior, and the fact that he's been teasing you about it. Seems to me like he's the one who did it, and he's acting cocky because he is sure he'll get away with it. Don't let it happen. Keep being vocal about your suspicions of him, and don't shut up until they actually really look into it.
And hey, if possible, bring a tape recorder with you to school, and turn it on whenever he is about to speak to you (obviously keep it out of his sight). That way, if he starts making those jokes and acting like he stole it, you'll have some proof of the way he's been acting, and they'll be able to pin the crime on him finally.
