MAC cco's ? where do I find one?

i wasn't sure where to put this, so hopefully it's in the right spot.

I've heard so much hype about cco's (mostly on livejournal.) are they like discount MAC stores? how much are the items there? and where do I find one? I live in Santa Clarita, California. it's in LA for those who haven't heard of it. We don't even have a freestanding store out here. But I'd be willing to drive for cheap or discontinued MAC.
