is it safe to use concealer/powder as a base before lipstick/lipgloss?

I always do, especially with the foundation, then use prim n prep lip over the top before I line my lips and fill. I liek a lot of dark lippies and this really stops lipstick bleeding. I havent had any problems with it.

yes! helps to even out lip tone.. a nice sheer layer

If you are worried about it Benefit makes a product called lip plump that neutralizes lip color.
