Does anyone know what are the specific colorants or ingredients that make some products not eye safe? What about lip safe?

I know anything with glitter is not safe for use around the eyes, and I have heard that red 40 is not recommended for eye area use, because it has potential to cause allergic reactions in a significant percentage of people, but I don't know of any other specific components that are not eye or lip safe.

I would like to know, so I can be better able to determine the safe use of a product by reading its ingredient list.
