You just mix a little pigment with gloss or a lip balm and apply

Here is more on pigment usage.
http://www.specktra.net/forum/showthread.php?t=25416

Also some people get technical and melt down TLC's or lip balm and mix the pigment in. If you check out Tutorial forum you find more info.

Fuchsia, Rose, Melon, All-Girl and Pink Opal (all used sparingly) work great on lips but do look out for the precautions as well (precautions.specktra.net)

i put a touch of foundation on my lips(for the pigment to grip to) then the pigment over the top quite heavy with my finger, then leave it a moment, and put lipglass over it.

that works for me

I wore Pink Opal on my lips yesterday. I just put it on with my finger and then put a little clear lipgloss over it (I used Neutrogena yesterday).

I love mixing lip-safe pigments with MAC clear lipglass, or the lipglass tastis.

Rose with clear l/g is nice, but slightly better is Fuchsia with Tropicolada because T'lada has a pearlescent gold running through it (it's off white). It looks hot!

I can't wait to try Apricot Pink with some of the tastis!

I put on some lip balm, pat the Apricot Pink onto my lips, and then put a clear gloss over it. I use the topcoat for Pro Longwear, but it actually also looks nice with Instant Gold lustreglass over it too.

i took a 5gram jar & squirt some chapstick tube lip balm in it & add the pigment I want
The only thing w/ doing this way is you gotta make sure it gets mixed up good or else you get non-pigmented pockets & it's like whoops.

My fave so far is ruby red

Blue Brown & Apricot Pink are my fave on the lips. I put clear gloss in a tiny jar and add pigment, then mix and enjoy!

Pink Pearl mixed with clear lip conditioner is one of my faves. I also like Ruby Red, Coco, Pink Opal, Goldenaire, and Deckchair.
