I don't really no off any UK ebay pigment sellers as I've only used a couple on there and they have been from the US but if you check out the for sale & swap forum quite a few people on here sell samples, I'm selling some myself at the moment if you wanna check out my sale post the links in my sig x

I can't really recommend any UK pigment sellers personally. You have to be very careful at the moment as there are lots of fake pigments going around. Take a look at the CounterfeitMAC forum and if you want some recommendations for good eBayers look at the sticky thread Favorite Ebay Sellers/MUA-Swappers?
