If you are lucky you might be able to get hold of Kryolan's Eye Blood which is not only safe for use around the eyes but in them too. It's quite expensive (about $14) - you can get it from
here. Some places charge a ridiculous amount for it (I've found one place that sells it at $42)

I have also read that it can sting a bit when putting it in the eyes. If you slightly overfill your eyes with it I'm sure it will give you the perfect bloody tears you're looking for.
