Yes, you can get most phones unlocked at market stalls, but be careful if you're getting the iphone. I've not worked with it for a while, but I worked in mobile retail when the iphone first came out, and apparently you could get them unlocked in the normal way, i.e. on a market stall, but apparently once you updated the software on the iphone (and software updates are released from apple all the time) this relocks the phone, so you have to go through the unlocking process again.
The best people to ask would be carphone warehouse, as if it is available they have the option to sell their phones completely sim free (although, this is more expensive then getting it on pay as you go and getting it unlocked). This option might be available to you if there are truely sim free iphones out there - but if you do this, make sure you really really want the iphone - carphone don't offer a 14 day return on sim free phones.
