Can you shop when arriving in Heathrow?

I need some help from you brits. Can you shop at duty free and MAC in terminal 3 in Heathrow on arrival or is it just for departure?

You can only shop at MAC on departure. When you arrive, you're faced with confectionery, alcohol and cigarettes. I think there are a few perfumes in the tiny shop too, no makeup though.

Yes it's just the bare basics unfortunately, mostly fragrance. No makeup! :-(
