now i herd that teal piggie is not eye safe, is that true?

is dipdown a shadow? i dyed my hair black about 6 months ago and i am still trying to find a real dark brown for my brows....

dont know if its eye safe but i dont have problems using non eye safe pigments really.
dipdown is one of the fluidlines, its a medium to dark brown.
