cool and warm colors...Please help me

I am confused.
I have read in almost ALL my Makeup books that Cool-skinned women should wear blue based colors....WHY I cannot seem to grasp this concept. Can someone please explain to me? I would appreciate it

wow i guess ive been wrong all along..
im cool skinned and blue toned colors look 100 times better on me than anything else.
i would like to know as well.
