I do eyes first (shadow base, shadow, upper liner and mascara) then I do my foundation, concealer, blush, lips and then I do my lower lid liner, shadow and mascara.
i always do my concealer first, then my eyes, then face stuff (blush, highlight, powder) & finally lips.. i dont wear foundation much but when i do i wear it before concealer
I have always done the face then eyes, but I found out recently that the eyes should be 1st. I have done it both ways. I still prefer to do the face 1st. Maybe, it is habit.
I think it depends on what kinda makeup you're doing and how messy your application [eye or face] will/can get . If I'm doing a smokey eye or something that I know will definitely have some shadow fall out, I'll do my eyes first then my face. If I'm doing a more toned down look, I'll do my face first. I definitely do my mascara last though. Oh and then lips.
I've always been doing my face application first, then eyes. For dramatic eyes where fallout are more probable, I just tap off my brushes really well before applying to my eyes, and/or place a tissue right under the eyes to catch fallout. I personally don't really like the process of carefully applying foundation around the eye area if I do eyes first.

If I know I'm going to have a problem with major shadow fall out then I occasionally do my eyes first but that's pretty rare.
