Be sure to get UDPP from Sephora!
Paints for a base, I love Tan Ray, Graphito and Flammable, also the shadesticks Sea Me, Corn, Crimsonaire, Fresh Cement.

Cant live without Pompous Blue, Aquadisiac, Sketch, Arena, Shroom, Embark, Soba, and Carbon.

Pigments that will never grow old are, Teal, Dark Soul, and Grape.

For Blush go with Sweet William blushcreme and Raizin powder blush

Maybe skip the hyper real in favor of Studio Fix Fluid? I've only sampled the new gold pearl ones, but the old pink pearl ones were... interesting... on skin of color. And dear god don't let them convince you to buy hyper real powders- they were not made for us.

I would add a mid-tone brown to your neutrals list- something like Down Brown or Folie (looks kinda purple sometimes though).

If you are headed to the pro store, please look at all the pigments, especially in thinking about some vibrant colors. Vanilla is an amazing neutral. Soooo many options with pigments.

And don't forget the power of a good lip liner. 80% is my absolute fave right now. But Chestnut is essential, and a dark red (Currant, Nightmoth, etc.) is worth looking at.

VGV is one of the best neutral lipsticks I've come across because it really works on anyone.

UDPP is an amazing base.

And there are some great color lists, eyeshadows in particular, on the "Favorite Colors for Dark Skin Tones" sticky thread.

If I was hitting those stores with $300 to spend with abandon, I'd get the following:

Urban decay primer potion (I won't wear e/s without it)
Bare essentials glimmer (loose e/s) in queen tiffany
Tarte eye palette in peep show amber (fantastic deal---comes with a primer, 3 e/s, a liner, and 2 high quality double ended brushes)
Stila jezebel

MAC e/s in woodwinked, sumptuous olive, patina, sketch, velvet moss, amber lights
MAC blush in springsheen, peachtwist and raizin
MAC vgv lipglass, oh baby lipglass, spring bean and ornamental lustreglasses, jellicious lip gelee
MAC l/s in honeyflower, sophisto, touch
I'd look at MAC blot powder if you tend to get oily too
Brushes: MAC 187, 225. 217, 239, foundation brush (forget the number)
