You may wish to look into a prescription retinoid (Retin-A, Retin-A Micro, Renova, Tazorac or Differin) or an over-the-counter retinol.
Also, do look into MAC's new Lightful line of skincare products. I just started using these and am so far pleased. These were first introduced in Asia to help brighten skin and lighten areas of hyperpigmentation. The line is available online and includes a toner (lotion), cream moisturizer, cleanser, and essence. There's also a daily moisture lotion available but for some reason it's not listed with the rest of the collection---it is shown in the moisturizer listings.
Most importantly, make sure you wear sunscreen to avoid further hyperpigmentation. All the skin lighteners and treatments in the world will be useless unless you religiously wear a good sunscreen to prevent futher discoloration and new spots.
