A bitter picture of the same look/same event
It looks like a super blacked out smokey eye. Try using sharkskin shadestick or blacktrack fluidline as a base, them tap a black or charcoal eyeshadow over it. Tapping will decrease fall out and will apply more evenly than a press/drag motion with your brush. Then add a dark maroon color to the crease, perhaps Sketch or Shadowy Lady, and highlight with a sheer, light reflective color such as Vanilla pigment. Heavy black liner, false eye lashes, heavy mascara. a matte pink blush and a nude/pink tinted lip balm over a nude pencil to hold it in place.
