hey i'm not a pro or anything but...
you might be able to try that by straightening sections of your hair with a blow dryer, then putting each section up in big hot rollers as you finish with each section. Once you've had the hot rollers in you're hair a while and have removed them it looks like you can use a curling iron to curl the ends.

You wont get that tight of curls with hot rollers. At least i never can.
Blow Dry hair
Put crown of hair in big velcro rollers for volume.
While crown of hair is in rollers, start curling small sections ofhair with a smallcurling iron.
Set with hair spray, take down top layer, curl them.
Also, i would only the end half of the hair. Liek her hair, only the ends are curled, not the top.
i also wouldnt run my fingers through ti once your done, since her curls seem to be fairly tight at the ends.
