Use a primer like Lancome and then use Lancome Hypnose over it
if you want to use false lashes do so. Use black eyeliner tightlined

then pink blush and pink lips.

Fake eyelashes. You want your lashes to look long and full.

To make my eyecolor pop, I wear purple colored eyeliner (I have brown eyes, too.) If your eyes are small, I advise against tight-lining; it always makes my eyes look smaller

I would play up your cheeks and keep your mouth pinkish.
