Here's the product description from MAC Pro for the Eyeliner Mixing Medium:

A colorless, translucent mixing medium that can be mixed with pigments and glitter to create unique customized eyeliner shades. Contains Vitamins A, C and E to buffer the delicate skin around the eye area from environmental aggression. Non-irritating and suitable for all skin types.
10ml/0.33 US oz tube

I have the eyeliner mixing medium and to be quite honest with you, it's way too gunky and gets stuck to your lashes if you try to mix it with glitters. plus it flakes like crazy, the glitter will start flaking onto your face within an hour. it works just OK with pigments. It's certainly not the best product. I think a good product to use to make it into an eyeliner would be DUO lash glue. I've seen a video on youtube and the stuff dries clear and
it's obviously safe to use as a mixing medium, considering how close you put it to your eyes when your wearing your lashes.

Actually they are not. If you look on the side of the box that the glitters come in, there is a message that reads:

"WARNING: Keep entirely clear of eye area. If product enters eye, rinse with water. If irritation occurs, consult your ophthalmologist."

HOWEVER...not only did all the MAC artists suggest ways of wearing them on the eye area when I asked, many of them were actually wearing the glitters themselves over eyeshadow. I've also worn them on my eyes and have never had a problem, and I also wear contact lenses. I guess the point is that you should be careful not to get a LOT in your eyes. The reflects glitter are ground the finest out of the MAC glitters, so it should do the least damage if you do happen to get any corneal scratching going on. I guess MAC just has to cover its butt

. But my point is, TECHNICALLY they are not eye safe, but everybody does it...just be careful.

Also, for those who don't know this exists, the Specktra precautions page (all glitters are listed as non-eye safe):
