I saw a tutorial on purzebuzz.com that looked kind of like this. She was using a curling iron with no clamp, and she had a heat resistant glove on so that she could wrap her hand around the hair and the iron to hold it in place for a few seconds while it curled. She did that all over the model's head and then kind of tousled the curls and sprayed it with some setting/styling spray. It looked really easy!

I think it's done with a curling iron. First put in a curling setting lotion through the hair and use a diffuser. Scrunch the hair while drying it upside down. This will create volume and keep the curl. Once the hair is dry, flip it back. Spray the entire head lightly with hairspray. Then, take a one-1/4" barrel curling iron and make random ringlets going in opposite directions. You can put the ringlets up with a bobby pins until you are ready to take down the hair. This will also keep the curl from falling out. After you have made ringlets over the entire head, take all the bobby pins out and spray lightly again with hair spray. Lightly run your fingers through the hair. You may want to lightly back comb the root area. (That's how I would tackle this look.)

The woman in the picture may have a few extension pieces in there too for volume. I am not sure. It is a beautiful sexy look.

I tried that with the 1 1/4" curling iron and the bobby pins and all the curl at the top fell out and just left me with waves at the bottom...o.o I don't know...why...it did that...but...it did.

Yes, use a diffuser when doing a wavy or curly look. I find it helps create more volume. You actually put the hair into the diffuser and you keep in there till it tries. There are better instructions out there than I am explaining. I am sure.

You can try using a smaller barrel curling iron on top (1") and a bigger one (1-1/4") on the bottom.

The hair is towel dried fairly well prior to putting it into the diffuser, so you aren't putting soaking wet hair into to it.

Yeah, I do the same as this except I don't use bobby pins and spray the curl lightly and let it cool before unwinding it.

i would use a curling iron.
Heres exactly what I would do to achieve the look:
-spray dry hair with curl enhancing spray (such as john friedas dream curl spray, which is what i use i also use john frieda brilliant brunette starlit wave spray) and scrunch it into your hair
-Take a skinny curling iron and open up the claspy thing
-WRAP the hair around it, dont use the clip (it really does make a difference!)
-Hold the hair wrapped around the iron with the clip still open
-Then do that all around the head (you can see that her hair has been curled ALL over because its all curly and thick)
-When finished, spray with hairspray. If you want it messier, i would suggest fluffing your hair up a bit with your hands and then spraying with hairspray while your head is upside down.

You can buy a heat proof glove in the kitchen section, they cost about $10-15. BTW, that is one sexy do.

Use a tong without the clamp. But the technique to achieve the curl is to twist your hair a little as you wind it around the tong. When you release the curl pin it back up to help the curl stay in.

Remember to use a curling spray before tonging, I use L'oreal (it's a pink spray bottle). After after you have done your whole head, take out the bobby pins tilt your hide upside down and gently scrunch a strong hold mousse to your curls.

I do this look all the time =)
