So, in trying to keep costs down, I wonder if there is a SHIMMER powder product that I can MIX into matte shadows in order to make them shimmer without altering their original color much? Anyone know? Thanks so much!

I'm not sure whether this fully answers your question, but there are loose shadows by N.Y.C. that are only $2-4 that you can put over matte shadows in order to give them a shimmery finish. If you only put a small amount of the shimmer powder over the matte shadow, it won't alter the original color very much.
