Is there truly a difference between brow powder and regular eyeshadow?

Did not find the answer for this anywhere so I figured I'd ask my specktra sisters!

I'm just curious is there more pigmentation, durability what makes them different?

I haven't tried brow powder, but I use Omega eye shadow on my blonde eyebrows and I love it! Really natural looking and doesn't wear off throughout the day!

I think the formulations and consistencies are different. I think e/s are looser and brow powder is more stiff like, I don't think I explained that correctly, Can someone help a sista out!!
