i like to chill my pencil lip liners in the fridge or freezer for a few minutes so I can get it extra pointy when I sharpen it.

Personally, I don't like the look of applying it outside the natural lip line. It's always very obviously fake to me.

So, I would suggest applying it inside the natural lip line.

Also, put on a little lip balm first, as that will make it glide on easier. Then, after outlining, fill the lips in with the liner as well. This way, when your lipstick/gloss fades, you'll still have color on the inside of your lips, instead of just an obvious outline. If that makes any sense.

Inside of the natural lip line is my preference, especially if you fill in your lips with the lipliner. It ends up being a more solid color because when the gloss/stain/etc. fades you still have some color left.

i apply it on the lip line and fill in the lips - then i apply whatever l/g or l/s i'm using and blend them together with my lip brush.. it increases staying power and removes the dreaded lipliner and no lipstick look when i eat or drink..
