Yeah, the person is rubbing/scratching, you can see a hand toward the end. That cat is chubby!

One of my cats has the same reaction, just a bit less intense. We call it "numming" because it looks like he's saying "num num num num num num num..."

But instead of talking/singing, he starts licking or biting his leg furiously.
