As you can see here, there are three different products for your eyebrows, what are the purposes of each?

Am I better off getting clear or a shade close to my hair color?

well the brow finisher is to hold the brows in place, its of wax. The brow set does the same, holds them in place, combs them. The pencil well draws them. If you're talking about getting the brow set, i'd suggest both would work, clear or one closer to your hair color, you should go check out the colors in person and try them on see what you like best.
