Mineral eyeshadow and primer

I am new to the world of mineral makeup, so please forgive me if this is a dumb question. I am wondering if I can use pure mineral pigment or mica as eyeshadow with just a primer, or do I need to mix it with a base in order to make it work?

I'm also hoping for some recommendations on what primer to purchase, as I've never used it before and want to make sure I get a decent quality.
