Mixing pigments?

So, I've heard people on here talking about mixing their pigment with some kind of product that makes it work as a shadow? Or just enriches the color? Is this so? How do I do that? help!

i heard it called mixing medium

Yes, mixing pigments with something wet: mixing medium, water, visine, etc will give you a much better color payoff & make your shadows adhere better to your skin. I just dampen my brush (don't soak it or your colors will come out too sheer & it won't be right), and then put pigment on my brush & apply. Here is a thread about it too
