Hmm...I'm not sure, but Revlon's "Love that Red" kind of looks like that on me. Maybe add a bit of gloss on top.

Also, Russian Red l/s with Venetian lustreglass will make a pretty bright and glossy red (not like the picture, though).

Try Russian Red with Moistly lip gelee over it, and then use Photoshop to make it even more crazy glossy.
