MU Dilemma!!!

I am going to be doing my sister's makeup for her grad dinner and her grad ceremony (I dunno about the ceremony...but I asked if I could do it for the dinner and she agreed).

The problem is that she has a hard time wearing makeup without looking like a complete fool. I have tried to do her makeup before (before getting better at it haha) and it seems like any makeup is too much makeup.

However, she has "problem areas" which, IMO, would benefit GREATLY from makeup...plus she wants to look dolled up and pretty for her grad.

I once tried to do like a lavender eye to help bring out her big brown eyes and she just looked like a clown, or like she got hit in the face.

So I was just wondering what kind of look I should aim for when doing her MU. I want something classic and pretty, not overdone, but still suitable for a sitdown meal at a fancy restaurant (it would basically be like a wedding reception).

She has:
Fair-medium yellowy toned skin
Dark brown eyes with long dark lashes
Light brown hair

Problem areas:
yellowy skin (she sometimes looks almost jaundiced, which is weird cuz I am super pink undertones and so is my other sister)
really dark undereye circles (she got black eyes in elementary school and it kinda still looks like she has remnants even though she is in grade 12 now)
she looks young...like 12-13 ish and she is 17

I am fine with doing her foundation and coverup I just don't know what to do on her eyes and lips to make them dressed up without making her look like a circus performer.

Conceal whatever and use some foundation to even out everything.

On the eyes, maybe you could use a light sparkly color on the lid (mascara, too!) and on the lips a little gloss (even some lip balm would do).

I would line her eyes, curl and mascara the lashes, and use a neutral as a wash. She'll probably want to look pretty and natural, since there'll be a bunch of people wanting to take her photo.

For the lips, I would use a stain so it's very natural and maybe a bit of gloss for some shine.
