Need quick recs & advice on lipliner & matting out brows

Today I decided to change my costume to a doll and I need to matte out my dark eyebrows. I was thinking of buying an oil base for the face, would this do the job with a white powder over top to set it?

And I'm also looking for a dark plum lipliner and preferably drugstore since I blew all my MAC dollars on Ornamentalism.

You should check Prestige or Milani... i've seen some dk purple in both of those... and they arent expensive!
