I'd use a 263 angle brush, dip it in my pigment then mix it with mixing medium on a surface or something.

Alcohol based will dry faster, but as MAC Pixie mentioned, it should not be used in the eye area, as with any product containing rubbing alcohol.

have you tried the eyeliner mixing medium? It is thick like a gel and made specifically for pigments and glitters. It is the best thing ever. I just put a dab on the back of my hand, mix in my pigment or glitter colour, and apply it with my 209 brush. If I want a heavier line, I use my angled brush. It is only slightly thinner than fluidline and easy to apply.

My MAC MUA mixed pigment with MAC eye makeup remover to make a liquid liner. It looked beautiful!

Theres actually I Mixing Medium Eyeliner, but it's only available at Pro stores ir from the 800#. I have it and love using it with my pigments.
When I line I use a flat taklon brush. It works perfect for me.

squeeze a little onto either a 209 or 266 brush, then dip that into a pigment or glitter, then tap off the excess and go along your lashline just as if you were to put a fluidline on. some pigments come out chunky (fushia, violet) but others (golden olive, teal, bright coral) come out perfectly.
