Question about item not received on eBay

Sometime in early June, I bought Freckletone lipstick from a seller on eBay and the transaction went perfectly so I decided to buy another lipstick from them (See Sheer). I paid by Paypal for See Sheer on the 27th June and I still haven't received the lipstick.

I have emailed them several times to ask where the lipstick is and have only received one email telling me that it has been sent and should be with me any day now. I thought about emailing them again but I have told them at least 3 times now that I haven't received it.

Should I give them one more chance or just go straight to Paypal and file a claim? I do feel bad doing this, but the fact that I have only received one reply to the 4+ emails I have sent, doesn't fill me with confidence that this will be resolved.

What does everyone think?

Was the seller in the US? Sometimes international shipping just takes a long time. I'd try emailing them one more time and telling them you are considering filing a complaint with paypal and see what their response is.

Yes, the seller was from the US. Thanks for replying, I have emailed them again and will see what happens.

She sent a reply instantly this time saying:

I have emailed you over and over again. I don't know why you're not getting them
because I reply through the Ebay system. I'm sorry you havn't gotten your item.
It was mailed over a month ago. I don't need a claim against me so I'm refunding
you.

Considering I was really polite in my email... I feel that her reply was a bit abrupt(?) but I got a refund which was nice so I guess there's no point getting into that.
