Can water-based mixing medium be used to wet shadows to be used as liners, and will that make the color more vibrant, or is plain water preferable?

i don't know anything about the mixing mediums, but i would advise against using just water, it'll ruin your shadows.

idk about either but too faced makes this neat liner brush thing it looks like liquid liner, but when you open it its this clear stuff, you can just dip it into your shadows and it makes liquid liner! Its really neat stuff, i bought mine at ulta.

I use something called Metamorfix, but I think it might just be in Canada. I'm sure it's a water based MM, like you were talking about.

Anyway: I scrape some eyeshadow into a little Japanese sauce dish, and add a tiny drop of Metamorfix, stir it with my liner brush, and it lasts all day. I often use eyeshadow as eyeliner in this way, and the way I mix it keeps my shadows from getting weird hard spots on them from introducing moisture to the pan.

Oh, it makes the shadow more vibrant.
