can i wear blush over tinted moisturizer?

i read somewhere that you have to wear foundation if you want the blush to adhere to your skin but they never said anything about substituting the foundation for tinted moisturizer.

Absolutely! And I have lots of clients who wear blush but no foundation...

Definitely can. Although the blush will last longer if you have some powder underneath or over top of the blush to set it.
