Well I'm kinda bad at these recs but I just got Ruby Woo in the mail and its an amazing matte red. But it is brighter than that pic.

I have no idea about what could be used to replicate what's on her lips but wow, she looks amazing in that picture. Her skin is like matte and glowy at the same time. I'm envious!

If Revlon still makes it use "Raven Red" and pat some powder lightly on top of it to make it matte. Also maybe Chanel's Dragon lipstick? Ruby Woo is jump off your face red. More like a Marilyn Monroe Red.

She probably used a wine-ish colored lipliner to fill in her lips, then put something like Ruby Woo on over it.
