smudging, rebellious eyeshadow

Okay so whenever i apply eyeshadow (or liner of that matter) to the bottom of my eyes (not quite where the watermark is, but just where the bottom lashes are), the shadow/liner always seems to smudge and makes it really gross at the end of the day (sometimes it doesn't even last til the end of the day).
What do you guys suggest that i do?
She-laq? does it really work?

oh so do i apply it before i apply the eyeshadow? (so basically, use it as a base for my undereyes?)

Ahh, I assume you are referring to the infamous bottom eyeliner boogers! As litlaur suggested, one can apply a bit of the Primer Potion along the bottom lashes (let it dry!) before putting on the liner, and this will cut down on the boogers. This helps me quite a bit, but I still find myself getting the boogers by the end of the day, so my solution is....reapplying my liner at some point. I know that's not very helpful, but alas, those damned boogers are persistent on me!
