i'm not sure if this is the right place to ask this question BUT...

lets say i have a tattoo and i get it removed through laser surgery. will i be able to tattoo something over that skin again?

Generally speaking, yes. Removing a tattoo with laser surgery means the skin is actually scarred over as a result. Tatooing over that isn't easy because the skin is uneven and will heal non-homogenously. You may find the colour won't appear even in tone throughout the lasered skin, or stay as vibrant. Also, it will hurt more because you're tattooing over scarred skin.

Have you considered getting a cover-up instead? I know people who've had this done, and depending on the design with which you want to replace the original tattoo, it could be less painful, expensive and time-consuming.
