OK, this is what it looks like to me...

The message seems to say that you are banned by IP address. I don't know how much you know about IP addresses, but I'll explain as best I can for the sake of completeness. Apologies if I am telling you anything you know.

An IP address is how computers on a network (including the Internet) talk to each other. We give them names because that's easier to remember, but the machines translate those into numbers to talk to one another. IP addresses (especially for home computers) are usually assigned by the ISP the computer uses to connect to the Internet. These can be static (i.e. they stay the same always) but are far more usually dynamic (they are changed by the ISP on a regular basis). The whole process is invisible to the end user, so unless you actively check your IP address, you wouldn't know it had changed.

Now, I'm guessing that maybe someone using the same ISP as you do has been banned by the EZBoard that you are having problems with. It could be that every now and again your IP address changes to the same one the banned person had when they were banned, and the board thinks you are them. As soon as your IP address changes again, you're back to viewing with no problem. This is only a theory, based on a limited amount of information, but it does happen. Dynamic IP addressing is one of the main problems when trying to ban troublesome users from a forum or site.

Does that make sense? I'm not great at explaining techie stuff but I hope that was vaguely understandable.
