It also has a lot to do with the base color of your lips. I am NW 15 with dark brown hair/green eyes and typically I go with berry/plum colors for lips but I also stick with lip gloss instead of lip stick for everyday. Blue based reds are also great for people with pale skin and since you like dramatic looks, that might be a good way to go. Beige-pinks work as neutrals and the new Red She Said Neutral lip set = perfection for me. As for specific colors I use: Clinique high impact lipstick in After party which is a very rich berry (this is best applied with a brush so that you get a more sheer color application or applied then blotted to create a very pretty stain and can be used as a blush as well) and MAC's Creamsheen "On Hold" or Urban Decay "Buzzkill" (these two have a little bit more fuscia tones which can be absolutely gorgeous, especially when you wear a lot of black.
Hopefully this helps a little but really, i would suggest going to MAC counters or sephora (if an option) and playing with the lipsticks (remember to sanatize as best as you can!) since I can't how your lips are naturally colored then finding what you like.
