what m/u would work best w/ a terra cotta blush?

Warmer shades of makeup will definitely make this look hot. You could try Prrr lipglass worn over Spice lip pencil, with just a bit of Carbon eyeshadow for a smoky eye. Or try Bronze & Brazen lip varnish worn with lightly dusted terracotta cheeks for a more monochromatic look. Eyes can get a little touch of Woodwinked and Mulch e/s for sparkle and definition on the lashline. HTH.
