Where do I buy palettes and refills?

I'm new here and not sure if I am posting this in the right spot but here goes......I am looking to buy empty Mac palettes and refills. I know you can get them on the Mac pro site but I am not a member. A girl from YouTube told me I could just call in an order and just not get the discount. Mac gave me a big fat NO. I don't really want to buy off ebay....any suggestions?? HELP!

Freestanding stores and Mac PRO stores. According to Mac's website there are stores in Phoenix and Scottsdale.
