Most definitely Forever 21.
H&M not so much anymore, they used to but not really anymore.
And Urban Planet has tons, but they state they are officially made for " edgy urban, clubwear. " And they have decent prices.

i live in europe and here many people go to mango, zara, h&m, topshop .. they have quite a lotta stuff and im sure you'd be able to choose really nice stuff in there

Forever 21 never has my size (or their larges are too small), so I always go to Wet Seal.

A month ago, I totally scored a hot tight, short black dress for $20 at Wet Seal.
In Northern California, we have stores similar to Forever 21 like Papaya.

Oh yea, I went to TJ Maxx yesterday and they have a few short dresses (leopard print, etc. They looked pretty darn hott, lol). So maybe Ross, Marshalls, TJ Maxx, etc.

Wet Seal or H&M

I recently bought a dress to go clubbing at my college organization's winter themed clubbing event. Even though it isn't formal I went a little more semi-formal and got an adorb little golden dress from Windsor's but it cost 80 bucks haha. But I think this will be my clubbing dress from now on so it wasn't a total loss.

blah $30 for a polyester dress is a ripoff, they should be more like $15! thats what ur gonna find on those cheap sites, ur better off hitting sale racks at the mall
