Eyeliner--does it look odd not on waterline?

I think it's entirely up to that person, in my opinion, nobody looks odd if they don't line their waterline. Some people just don't prefer to stick something in their eyes for whatever reason, contacts, sensitive eyes, etc. Plus some people choose to not line their waterlines because they want to make their eyes seem larger and lining the waterline tends to make the eyes look smaller. -shrug- So no, I think providing your liner doesn't run down your face, it always looks great.

i don't line my waterline, and when i do line my lower lashline (and not my waterline) it doesnt look weird. also, ive seen my sister line her waterline and it just freaks me out.

but i guess its personal preference
