The loophole is if British gov't is anything like US and can't control a woman's reproductive system. If the law reads you get money if you're this poor and have this many children, they probably can't legally add "as long as you don't have any more." It would probably count as some kind of discrimination, too.
The laws should tell people that if they're receiving assistance, they have to work so many hours a week. Make clauses if they have kids who can't go to school yet, but make them work at least 20-30 hours every week. There are enough small jobs that don't take that much time or skill for people to do.
