I don't think she's being unreasonable. Even if they're cheap Payless shoes, you wear those babies for a few hours max (pics and ceremony) and then you can change the shoes. It's not that difficult to dye them and they certainly aren't pricey shoes. Spending like $30 for a pair of shoes you'll never wear again isn't terrible, especially for soemthing like your friend's wedding. If they're that cheap, they could probably resell them on Ebay or at a consignment shop.
