For a clear gloss look the shiniest I have come across is MAC's lip treatment in the tube.

Lately I've been liking uber shiny too, and I've been using the Lancome Juicy Tube in Dreamworld. It has blueish shimmer, but don't worry it doesn't show up as blue, it just makes your teeth real white. I got it at a Lancome Outlet for five bucks, so if you can find one I'd check it out

MACS clear lipglass is suppperrrrr shiny, put it overtop of a lipstick and your lips just POP out. Its amazing stuff! its sticky, but whatever.

My vote is for MAC's clear lipglass or MAC's Lustreglass in Lustrewhite. The Lustrewhite is shiny on its own, but the shimmer to it gives the illusion of more shine. Did that make sense?
I like the Juicy Tubes, but you never know about the smell with those things. Some smell like those crappy marker pens that we used as kids. Bleeeaa. That been said, I do like the Juicy Tube in Miracle for the same reasons as the Lustrewhite Lustreglass.

diorkiss is shiny so is the regular mac lipglass although i reckon the lighter the colour the shiniest it is lol
the clear lipglass is soooooooo shiny but veryyyyy sticky which is good for long lasting power but very bad when you're in the wind!
oohh and pout lip polishes are shinyyy too. very shiny in fact

Sephora's clear l/g is just as shiny as MAC's and for half the price. I have both and they are EXACTLY the same, other than the name of course.
NYX's Mega Shine is also extremely shiny for only 3/4 bucks.
VS's Beauty Rush glosses are shiny and pretty, but a little less shiny than the first 2 I listed.
