RR Blue and Freshwater are very similar on me.

Sea and sky was limited edition but freshwater is permanent. I think rebel rock blue is le.

Freshwater is a little darker than that - what she's wearing is more brighter blue.
I've seen a current Tutorial but Devin, I believe that's her username, using that Rebel Rock Blue and it looks closer to that shade.
