It's basically a pay-per-use mailbox, so instead of paying whatever monthly fees you would usually have, they charge a $5 flat rate per package. That way you don't have to rack up a higher total in order to qualify for cross-border shipping, and you usually don't have to pay duty either. I find most times, as long as your purchases are reasonable, border patrol will just wave you through. There is still the issue of exchange rates racking up the price, but it is sometimes the lesser evil, especially if you are already planning a day trip. I find that between Sephora for me, Nike for my boyfriend, and ToysRUs for our daughter, we save more than enough to justify the cost of gas/food/etc a day trip to the States costs.
