you can use the greasepaint stick as a liner, shadow, base, whatever you want. you just can not use in on the waterline. you do have some time to smudge it if you want before it sets, but once it sets, its not moving.
the ccbs will smudge. they will smear. they do not set down and stay creamy the entire time. now, if you use a very small, sheer amount, you can use it as a base. some people have had success doing this without any creasage, some have not. you have to play around with it to see what works for you. depending on colour (like with the pigments), they can be used on the eyes, lips or cheeks.

no, there isn't.
the pro paintstick is a completely different product than the greasepaint sticks.
the greasepaintstick dries down to a crease, smudge, water resistant finish. it doesn't need powdered to set.
the paintstick doesn not dry down. it will crease, it will smudge, it is not water resistant. it does need to be powdered to set it.
